EPAS MEETING 04/02/2010 IN PARIS
Following our application to be nominated Member of the Consultative Committee of EPAS, the latter invited EFPM to participate as observer to the meeting of the Consultative Committee held in Paris on Thursday 4 February 2010. EFPM accepted the invitation and participated in this meeting with Messrs Carlos Gonçalves and Ioannis Psilopoulos.
Present were:
- From EPAS, Mr. Stanislas Frossard and his colleagues of the EPAS Secretariat
- From ENGSO, Mr. Predrag Manojlovic (Secretary General) and Mrs Marlis Rydzy – Goetz (Special Advisor to ENGSO President)
- From UEFA the Legal Advisor of the President
- From ESFAN-TAFISA, Mr. Wolfgang Baumann (Secretary General)
- From ASSOCIATION “PEACE THROUGH SPORT”, Mr. Yann Coelenbier (Managing Director)
- From the EUROPEAN RUGBY ASSOCIATION, Mr. Nicolas Hourquet (Communication-Partenariat)
- From ISCA, Mr. Morgens Kirkeby (President)
The meeting started at 09:30 and ended at 16:00, with a lunch interval. The procedure ran in two languages, namely English and French with simultaneous translation and the Agenda included various topics as follows:
- New development regarding EPAS
- Campaigning activities on combating Racism and Disrimination in Sport
- Implementation of the Recommendation on granting of visas to Spotsmen and Sportswomen
- Potential joint Projects (Euroschool, Good Governance etc.)
- Presentation of new Standards (Code of Ethics, Migrations, Manipulation of the Game, Autonomy)
- New development regarding the Consultative Committee (update on membership; formation of a Bureau)
- Current issues in international co-operation on sport
- 2010 calendar (next CC meeting in Starsbourg on May 4th 2010)
The Consultative Committee announced the acceptance of the candidatures of EFPM, ISCA and HWC (Homeless World Cup) and clarified that the final confirmation and officialization will be realized by the Decision of the Board of Ministers, in their next meeting in baku (September 2010). Thus, EFPM could not stand for election as member fo the Bureau, due to formality reasons. The Bureau was formed by ENGSO (Chairing), UEFA and ESFAN-TAFISA.
The presence of EFPM was very successful, as we made some important interventions to the discussions and proposed some interesting issues.
It is undoubtedly very encouraging that EFPM has nowdays a very attractive image among the European Sport Authorities and the cooperation with EPAS will reinforce this status.

Minutes of the 15th General Assembly of the European Fair Play Movement
PARK INN Hotel in Baku, Azerbaijan, on October 17th, 2009.
1. Welcome and approval of the Agenda
1.1. Confirmation of the necessary quorum of 40% of the total number of the EFPM members, in order to consider the General Assembly open. Twenty one (21) EFPM members were present, fulfilling thus the requirements of the Statutes.
1.2. The President of the European Fair Play Movement, Dr. Carlos Gonçalves,
welcomed the members and the guests especially invited by the Organizers for the case and introduced the proposed Agenda of the General Assembly.
1.3. The EFPM Members approved the proposed Agenda.
2. Greetings from European Sports Organisations and Institutions
Prof. Dr. Walter Tokarski, in his capacity as President of the European Network of the Sport Science, Education and Employment, addressed to the General Assembly warm greetings and expressed his wish for further cooperation of the Organization he represents and EFPM in common research projects and other activities in Europe.
On behalf of ENGSO, Mr. Cardoso addressed to the General Assembly the warm greetings of the Organization he represents.
CIFP President Prof. Dr. Jeno Kamuti addressed to all the members of the EFPM family the heartily greetings of the Organization she presides.
3. Approval of the Minutes of the 14th EFPM General Assembly
(Nicosia, Cyprus, October 4th 2008).
The Minutes were approved unanimously.
4. Nomination for Honorary membership
Mr. I. Psilopoulos informed the General Assembly about the decision of the EFPM Executive Committee to propose the nomination of Dr. Georges Diderich, former EFPM Gen. Secretary and Treasurer, as EFPM Honorary Member, in accordance with the Article 3, item 3.2 of the EFPM Statutes. The General Assembly unanimously accepted by acclamation the proposal.
5. Presentation of the Proceedings Books of the 13th EFP Congress in Frankfurt and the 14th EFP Congress in Nicosia.
Vice President Dr. Manfred Laemmer presented the Proceedings Book of the Frankfurt Congress, following the distribution of the associated DVD edition that he had presented during the 14th EFP Congress in Nicosia.
General Charalambos Lottas presented the Proceedings Book of the Nicosia Congress.
President Gonçalves congratulated all those that worked for the edition of said Proceeding Books in such an excellent way and officialy closed the 13th and 14th EFP Congresses.
6. President’s report
The President reported to the G.A. about the progress of the work within the EFPM and the member organisations in the years 2008/2009. The report is included as an appendix to the Minutes of the General Assembly.
Gen. Secretary Ioannis Psilopoulos gave extended information about the EOC – EFPM case and the meetings he had with EOC President Mr. Patrick Hickey in Nicosia last July and with the same, EOC Gen. Secretary Rafaele Pagnozzi, EOC Treasurer Kikis Lazaridis and the former EOC liaison officer with EFPM Mr. Togay Bayatli during the EOC E.C. meeting in Sofia last September. The case is expected to be arranged after the elections of EOC in November 2009.
Christian Hinterberger gave extended information about his activities related to CSIT and the actions done in view of the re-affiliation of Switzerland and the affiliation of Finland to EFPM, via their organizations SATUS and TUL respectively. These organizations are members of CSIT and Christian Hinterberger underlined the assistance of CSIT President Harold Bauer in view of these affiliations.
Prof. Dr. Vladimir Rodichenko expressed his view that EFPM has to fight for the establishment of good relations with EOC and ENGSO. Moreover, he underlined the fact that EFPM is a synthesis of theory, science and best practice and therefore EFPM has to try its best to affiliate all Sports European Federations as well as the European Sports National Confederations.
7. General Secretary’s report
Gen. Secretary I. Psilopoulos, thanked the EFPM Members for their trust and their support, as well as the Hellenic Olympic Committee for the continuous support for fulfilling smoothly the Gen. Secretary’s duties. After that, he presented the relevant Report, which is included as an appendix to the Minutes of the General Assembly.
8. Report on financial situation as per 31-12-2008.
The Treasurer Dr. Christian Blareau presented the current financial situation of EFPM and introduced the 2010 Budget which sums up to a total of 27.000 Euros.
The General Assembly approved the Treasurer’s report and the proposed budget.
9. Report of the Board of Auditors
EC Member Mr. Christian Hinterberger explained the procedure for the introduction of the Report and called Dr. Kveta Peckova, Chair-woman of the Board of Auditors, to present the Report of the Board.
Dr. Peckova introduced the Report, proposing the approval of the financial transactions of EFPM for 2008: The General Assembly approved it unanimously.
10. European Fair Play Awards
Mr. M. Cerar introduced the Report of the Jury for the year 2009. The Awards proposed by the Jury and accepted by the General Assembly are:
1. Plaque of Merit and Diploma (Organization)
To the Royal Dutch Hockey Federation for its remarkable contribution made to the wide - spread of the Fair Play values and principles.
2. Plaque of Merit and Diploma (Organization)
To the Cyprus Basketball Federation, for strongly and decisively supporting numerous initiatives for the preservation of ethical values in sports and for the promotion of the Fair Play ideals.
3. Plaque of Merit and Diploma (Individuals)
To Jan – Peter Peckolt and Hannes Peckolt from Germany, winners of the Bronze Medal in the 49er class in the Olympic Sailing Contest in Qingdao for their remarkable gesture during the said event, promoting this way the ethical values of sport (proposal from the German Olympic Sports Confederation)
4. Diplomas (Individuals)
- To Prof. Dr. Josef Lipiec from Poland, for his contribution to the implementation of the ethical values in Sports and the education of youth in the spirit of Fair Play and Tolerance (proposal from the Polish Olimpic Committee).
- To Zdenek Hruby and Radek Jaros from Czech Republic, mountain climbers for the remarkable gesture during an ascent of the 8.000 m Dhaulagiri peak in Himalayas (proposal from the Czeck Olympic Committe
11. EFPM Communication
11.1. PLAY FAIR Magazine. The report was introduced by Vice President Mr. E. Aripinar, who asked once more for the contribution of all EFPM members as regards reports, papers, news, photos etc. for the PLAY FAIR magazine.
Furthermore, Mr. Aripinar explained that the cost of the Magazine covers mostly its distribution (posting etc.) as well some editing expenses. Vice-President Prof. Dr. Manfred Laemmer underlined the good work that has been done in relation with the Academic Supplements of the PLAY FAIR Magazine, something that strengthens the bonds with the European Academic Institutions and the individual Academics.
11.2. EFPM website. Mr Aripinar underlined the necessity of the EFPM website and the importance of having it constantly and duly updated.
11.3 EFPM Flash News. Mrs. Katarina Raczova informed the Gen. Assembly about tis initiative and the importance to have the Flash News fresh with news from all the Fair Play activities and regularly distributed in Europe.
12. 16th EFPM Congress and General Assembly 2010
President Gonçalves informed the General Assembly about the decision of the Executive Committee to endorse the 2010 EFP Congress and the associated EFPM Gen. Assembly to the Olympic Committee of Czech Republic and its Fair Play Commission chaired by Dr. Kveta Peckova. The latter, accompanied by members of the organizing group, gave details of said event to be hosted in Prague under the title “Fair Play Education at School: A Shared Responsibility” and presented a video concerning the hosting city. At the end of the presentation, President Gonçalves and Dr. Kveta Peckova signed the associated Contract for the organization of the event.
13. 17th EFP Congress and EFPM General Assembly in 2011
Gen. Secretary I. Psilopoulos informed the General Assembly that the National Olympic Committee of Croatia was the only one to submit an official application for this event in due time and give grounds for this application. Consequently, the EFPM Executive Committee decided to endorse the 2011 event to the Olympic Committee of Croatia. The representative of the latter Mrs. Biserka Vrbek thanked the Gen. Assembly and gave some preliminary information about the event and the plans they have.
14. Candidatures for the organization of the 18th EFP Congress and EFPM General Assembly in 2012
Gen. Secretary I. Psilopoulos informed the Gen. Assembly that the deadline for the applications of candidate organizations is the 31st of March 2010. He underlined the importance of said event and the associated difficulties, resulting from the fact that 2012 is an Olympic Year and the Gen. Assembly will be an elective one. Therefore, he proposed to the Gen. Assembly to look after putting the event prior to the Olympic Games and characterize it as a pre-olympic Congress, something that might help as well in finding sponsors.
15. EFPM Declaration
President Gonçalves thanked ICSSPE President Prof. Dr. Margaret Talbot for her decisive assistance in forming the 2009 EFPM Declaration. He informed the Gen. Assembly that the distributed Declaration is a Draft Document to be reviewed and/or commented by the Members up to the end of November.
16. Handing over of the EFPM flag to the delegation of the Czech Olympic Committee
The Azerbaijan NOC Vice-President Khazar Isayev handed over the EFPM flag to Dr. Kveta Peckove, head of the Czech Olympic Committee Delegation, responsible for the organization of the 2010 EFP Congress and EFPM Gen. Assembly.
Having dealt with all the points of the Agenda, the President declared the General Assembly closed.
